That is true.

However, to sign an accord with other NATIONS of the WORLD, The Mayor is certainly trying an end run around the Federal Government as only the Federal Government can conduct FEDERAL BUSINESS and sign treaties and Pacts and Accords.

Methinks DeBlowhard may incur some wrath from the Federal Level should he dare try his PRICKISH shenanigan..

...thing is, we are going to keep doing the same things we have been doing environmentally, we just aren't going to pay the rest of the world to sit on their hands and watch.
