The Maryland state constitution explicitly states that women and men must be treated equally when it comes to the imposition of state laws and regulations. Therefore, if men are allowed to be seen in public without a shirt then under what provision of the state's constitution does it say that women can't? Looks pretty cut & dried to me.

The constitution says nothing about, so they made up this shit. It won't hold in any court, because it shouldn't.
