So we can spend millions on this useless weapons program that soldiers don't even like, but can't "afford" single-payer healthcare? I don't get it.

...the difference is that the so called useless weapons programs are in a developmental stage and will work eventually. Single payer healthcare is "Veterans Admin Healthcare for everyone". The budget will get bigger annually and there will be a corresponding decrease in the quality of service.
