THAT is EXACTLY what it is. These enemy combatants need to be treated just like the ones burying IEDs in Iraq ... place snipers with .50 caliber Barretts overlooking these areas ... allow these assholes to dig their holes, cut them in half with a well-placed shot, and roll their body parts into the holes they dug. Fill hole, tamp down with shovel, rinse, repeat.
