I actually posted on Facebook in July about this discharge since I have more than a passing interest in Niagara Falls. As a child, I lived in Niagara Falls. Decades later, I worked there. Interestingly, the article I cited in my post says that

"The plant had the proper sewer discharge paperwork to release the volume of sewage and sediment that spewed into the river Saturday, according to the Niagara Falls Water Board."

In fact, the article goes on to explain that the discharge is a routine event EXCEPT that it is usually done in the Spring and Fall, not during tourist season.

Granted, this is a disgusting practice. But criminal? I don't see how unless the statement above about "proper sewage discharge paperwork" is incorrect.
