Orlando Luis Garcia is the chief judge of the United States District Court for the Western District of Texas. He joined the court in 1994 after being nominated by President Bill Clinton. He has served as the chief judge since 2016.
We'll see how it holds up on appeal. He stands a good probability of being overturned.
The decision will definitely be appealed. Haven't seen the full ruling - but saw nothing in the news article regarding the portion of the law about withholding State funds from sanctuary cities.
His argument was about the Constitutionality of holding people without a warrant. People are held for short periods, without warrants, on 'reasonable suspicion'. Could get interesting.
