If they need a nuclear anchor state, that would be China. Not such a good bargain, in that case, as they are currently the most imperialist near-superpower on the planet.

I don't like the idea of giving nukes to SK and Japan, I'd rather see NK prevented from obtaining them. Since we're everyone's target, we have the greatest interest in halting their spread. That goes for Iran, too.
