Why GPS navigation systems? To the best of my knowledge, they receive. They don't transmit or record.
Now, GPS-tracking devices are a whole different thing. They record where the device has been, so if one is attached to your car, whoever planted it only needs to retrieve it to have a roadmap of your life.
But an ordinary GPS? I don't see the problem.
