They probably cost the same to make, but there's no way they cost the same to operate. Lots of cell (I assume) minutes would be consumed via your approach. Someone's got to pay for that. Vendors wouldn't let folks run such GPSes for hours on end if the things were ticking up a bill that Garmin or Magellan had to pay.

I always look for the simplest explanation. Having the GPS receive traffic reports via radio... seems simplest to me. When I remember, I'll see if I can find a definitive source. In my prior post, I noted that I'd already found a source providing TWO explanations for how GPS traffic reports work. No telling which one is right.
