You missed the point completely.

The question is, "When is it appropriate to talk about a policy issue after an event occurs which touches on that issue?" Well...

A bus load of people are killed when their bus goes off the road as a result of a defect known to the manufacturer but hidden from the public and transportation officials. How long should we wait before we take-up better defect reporting rules? Three days? Three weeks? Three years?

...banning people from certain countries from coming into America is legal. Banning guns is not.
