Notice ALL those clips are heavily edited. Editing out the pandemonium on the police scanners at that time that put the 'suspect on fourth floor' statement into real context of all the other crap that was going out.

And notice how that commentator morphs 'suspect on fourth floor' directly, and without a pause, into 'shooter on the fourth floor'.

Disinformation at it's finest - and the noise of blathering.
