I've heard no official explanation for the 4th floor flickering.
...the closest I have heard is that it is a reflection in the lense of the camera. If ya look at many cellphone video pics ya will see it fairly regularly.
Liberals are like a "Slinky". Totally useless, but somehow ya can't help but smile when you see one tumble down a flight of stairs!

The reports are due to [at least] three videos that showed flickering light coming from a room on the 4th floor, coincident with the gunfire. Here's a video where you can see it, and a cab driver says "It seems to be coming from the 6th floor.": http://www.youtube.com/watch?v=givyZ2AnScc&t=219 Some witnesses also said they heard gunfire coming from two places.
It's a false narrative, though. There was no broken glass on the 4th floor, and the hotel has no windows that open. Nobody on the 4th floor heard gunfire coming from it. And no smoke alarms went off on the 4th floor. (Alarms did trip in Paddock's room on the 32nd floor).
I've heard no official explanation for the 4th floor flickering.
