The kind of EMP of concern to the EMP Commission is technically called HEMP (for High-altitude EMP) which does not occur unless the nuclear weapon detonates at high-altitude, at least 30 kilometers above the surface of the Earth. Below 30 kms height-of-burst there is little or no HEMP. The Hiroshima and Nagasaki A-Bombs detonated at altitudes far too low to generate any HEMP. The bomb has to detonate above the atmosphere, in outer space, so that gamma rays can strip electrons from atmospheric molecules, the electrons then spinning at the speed of light along the Earth’s lines of magnetic force to the horizon (the Compton Effect), which is what generates the HEMP.
