I don't think so.
I think the professor is right.

As I recall, an EMP bomb (atomic bomb optimized to
maximize the EMP) could (theoretically) destroy most
of the electronics in a fair sized city . . . And
given the large number of cities in the U.S. and the
distances between them worst case scenario not too
much damage to the U.S.

And, of course, the nuclear 'boomer' subs would still
be hot to trot to wipe out whoever was stupid enough
to try it.

And given that our electrical power grid withstands
thousands of lightning strikes every year . . . I find
it unlikely that an EMP bomb would do a whole lot of
damage to it.
