Hate to say it, but I think we need to kill them where we find them.
We also ignored Iraq as ISIS was forming and look where that got us.
As for Afghanistan, the foreign fighters (aka, mujaheddin or jihadists) of the war with Russia, referred to as the Afghan Alumni, went forth to run al Qaeda. They became the leaders.
Now we have the battle-hardened ISIS alumni. What will their next move be? I don't know, but they are moving into Africa, as you say, and I'll venture that those going back to their home countries will be up to no good. They're battle-hardened jihadists. They're probably behind the arms caches and attacks in Europe, although that would require some research on my part to confirm.
The problem of Islamism is not going away and the Left's strategy of ignoring anything they don't like is outrageous and fits right into their plan to bring down our Democracy, including our freedoms and liberty.
Unfortunately, we have to stay on top of ISIS, wherever they go. The good news is we have been using proxy agents more and more to do it. The theater is more complex than ever with Russia and, probably more importantly, China in the pot. And we are job 1 to the Iranians and the Sunni. Don't let anyone fool you into thinking we have any friends over there. Friendship goes only as far as it will benefit them. Just my current thinking, but it will take big steps for them to change my view.
