It would have to a MULTIPLE of the speed of light, not a percentage of it. The 4367 years is number of years traveling at speed of light it takes to get there.
IN order to get there in 40 years one would need to travel at over 100 times the speed of light......
I don't think that is going to happen..... Stephen is trying out to be an author for the next Series of Star Trek ......

I glanced at the article. I think his plan is to launch a ship in TWENTY years that could complete the voyage in only TWENTY years. So forty years, total. The ship would have a light sail and travel at an appreciable percentage of the speed of light.
I don't think we could build such a thing in just twenty years. I didn't read the details, but I assume we would have a laser pointed at the sail giving the ship a push during most of the trip. I have no idea how it could reach such speeds in such a short time, though.
