He likes to manipulate and bully little guys. That's how he rolls. No surprise here, but it will do damage to the US - even on top of Bush (torture etc), Obama (take no risks bluff-artist).

The last guy who did foreign policy fairly well, or at least achieved a major thing he set out to do - was George Bush Sr in my view.
