I think that's pretty obvious. It's the same as the reason why the FBI rushed once, no... TWICE, to close the investigation of Hillary Clinton before the November '16 election. The answer is: Political bias, and pressure from the left.
Active FBI investigations are nearly as damaging to campaigning politicians as indictments. The Democrats did NOT want an active investigation of the DNC candidate at the time of the 2016 election, so the FBI ended it quickly. Too quickly, we now know. The Democrats DO want an active investigation of the Republican President, so the FBI drags it on and leaks fake rumors.
The Bureau is owned. If I were Trump, I would ask Congress to appoint a Special Prosecutor to investigate the FBI, and if the investigation finds evidence of corruption, I'd not only push the DOJ to indict everyone involved, but I'd also shut down and replace the FBI with a new organization. It needs a do-over, imo.
