It appears that Bannon had no say in this, as the order to NOT answer question came from the White House, via his attorney who just so happens to also represent Don McGahn, the White House consul. Fortunately, the concept of executive privilege, while it might play in front a Congress, will have no impact on Bannon testifying before a grand jury. There his only right is the protection against self-incrimination by pleading the 5th Amendment.
