I doubt it. Do you remember when Wal-mart tried to open a store in D.C.? They gave up. I don't think Amazon wants that sort of hassle.
Consider the options:

• Los Angeles, CA
• Miami, FL
• Montgomery County, MD
• Nashville, TN
• Newark, NJ
• New York City, NY
• Northern Virginia, VA
• Philadelphia, PA
• Pittsburgh, PA
• Raleigh, NC
• Toronto, ON
• Washington D.C.
Folks in D.C. expect a LOT of money. Amazon's pay would have to be competitive with the Federal government's. $15/hour isn't going to cut it. And those who are desperately unemployed in Washington D.C. are huge losers. If you can't make it there, you can't make it anywhere.
Moreover, D.C. is right next door to Northern Virginia (NOVA). The Pentagon is in Northern Virginia. NOVA has already attracted many companies. Volkswagen, for instance, moved its HQ just up the street from my office. All the major tech firms have a presence. It's a far better choice than D.C.
The ones that jump out at me as good choices are Dallas, Northern VA, Philadelphia, Raleigh NC and Toronto. I'm not sure about Columbus or Miami. Maybe...
