I'd go beyond that. A person who is on welfare should not be permitted to reproduce or keep existing children. Such a person is provably unfit to parent. Allowing children to remain in such a household is cruel.

This is a good rule that should be in force, here, in the United States. But, I would extend it one step further ... I believe any citizen (natural-born citizen or naturalized citizen), who is receiving welfare benefits, should NOT be able to vote in elections. No person should have any decision in who will run any governmental unit that pays them welfare benefits - that is incestuous double-dealing.
