If she was not able to divest herself of the stock, that might imply that she never actually paid for them herself but they were part of a 'grant' or even some sort of 'option' that she exercised, which often have a restriction that the shares cannot be sold for a certain time period, often a minimum of at least 6 months to a year. And if this is the case, this could be a lot more problematic than a simple conflict of interest.

Brenda Fitzgerald, the director of the Centers for Disease Control and Prevention, resigned a day after Politico reported that

she “bought shares in a tobacco company one month into the leadership of the agency.” 

The CDC is in charge of reducing tobacco use, and critics said her financial interest in tobacco created a large ethical conflict. In a statement, the U.S. Department of Health and Human Services said she was unable to divest the stocks, which would limit her ability to carry out her official duties.
