...the costs of closing down a factory and or laying off people is covered by the wages not paid for one thing, and for another the property is usually sold sometimes before the layoffs. If it was more profitable to keep the buildings and the people that's what would happen.

...I will let you explain how the tax breaks on income that is no longer coming in will pay for anything.

Do you honestly think that there are NO costs associated with shutting down a factory or laying off employees? What do you think they do, just padlock the doors and walk away?
