Yup. That seems to be the way of things these days. The last time we (our landlord, really) replaced a water heater, the new one could only do WARM water, not hot. But it was energy efficient! When a toilet was replaced, the new one didn't have enough horsepower to do the job and multiple flushes were needed. But it was WATER efficient! The new electric cars can't drive very far. But they're FUEL efficient!

My new energy efficient dishwasher takes nearly THREE HOURS to run. (It has other modes that are faster, but they leave the dishes sopping wet.) My builder tells me he no longer likes vinyl siding because the manufacturers have all stopped selling robust panels that last for decades. Just flimsy stuff. It goes on and on. We're having conservation shoved down our throats.

So I'm not surprised to hear that your new water pump doesn't pump as much water. It probably saves energy. Everything these days seems to be about forcing consumers to get by with less.
