I believe that would have been Obozo.

I can't believe we lived through that, and HIM.

And, I believe Congress 'failed' to enact obozo's cherished
'carbon tax' . . . So Obozo directed the EPA to 'regulate'
carbon emmissions - creating by fiat (which is clearly Un-Constitutional)
something the congress decided was not good for the country.

This is exactly what is written in one of the former posts. The Congress decided that was not good for the country - ok, and he did it anyway! Charles Krauthammer nailed it.
