"All devices that access the Internet" includes old DOS computers, minicomputers, mainframes, routers, firewalls, televisions, Google Chromecasts, Amazon Echos, etc., and there's just no way that the government is going to provide software for them all. On top of everything else, apps that get added to computers often BREAK things. There's no way that even the government will allow this software to be put on its systems.

That said, I think this is a South Carolina initiative, not a federal thing. It'll never fly. Not even in South Carolina.
