I decided against making a bulk purchase of grocery bags right now since I'm uncertain how long they last. Plastic grocery bags are usually very low quality with holes in the bottom and seams that easily rip, so if the bags deteriorate at all while stored, I could wind up with a case of scrap plastic. (My early research suggests they only degrade when exposed to sunlight.) I know I've got a few years, at least, before such bags might be in short supply, so I'll do more research and buy them later.

I was more comfortable buying newspaper bags. They're a different type of plastic, 8 mil and far stronger. The ones I've seen are usually air tight and can be used for almost anything, including food, and maybe even water. Because of the quantity discount, I bought 2,000 of the 7½" x 21" bags shown below from ClearBags.com. Shipping was another $9, amounting to $49 total which was about what Amazon was charging for just 1,000. Moreover, Amazon's bags looked the same but had a single TERRIBLE review (one star).

The bags I ordered are the larger ones that'd normally be used for Sunday papers. Hopefully they're well made - the reviews were positive.
