I been doing some research on Intel Mobile processors, in particular the I-7 4900 MQ 3.8Ghz.
Let me direct your attentionto the spec sheet provided easily by BH Photo

The normal clock speed of this processor is 2.8 Ghz. You can run it in Max turbo speed at 3.8 Ghz.
I cannot find a separate processor with the Core I-7 4900MQ part number that is a base speed of 3.80 Ghz which means it could be boosted (overclocked) to to around 4.6 to 4.8 ghz.
I have overclocked hundreds of CPU's on computers for friends and other people who wanted a faster running processor, including my own.
I just wanted to pass this on to you because I suspect what you are getting is not a stock speed 3.8 Ghz mobile processor, at least by that part number. If it is indeed the same part number, then it is running turbo boost and yes, it will be 3.8 Ghz, but its base speed is 2.8
Just some info you may want to bear in mind. More important than the raw 8 threads (processing threads: 4 cores plus 4 more from hyperthreading) from the quad core processor would be the amount of MEMORY or RAM that allows that data to flow through that CPU. That 16 GB of memory COULD have been 32 GB and running the CPU at normal speed this thing would be even faster with NO bottleneck to hinder data passing through the memory...
Anyway, just something to consider. That is expandable to 32 GB of memory. I would take the memory over the raw speed of the cpu every day of the year...
