That plant is TWO entire COUNTIES EAST of Cincinnati.
I don't know why they refer to it as Greater Cincinnati. That phrase is normally used for everything inside the I-275 circle freeway that goes around in a complete circle loop. It barely gets out of same county as cincinnati on the east side of it. Two more counties east in a very rural area is where this plant is.
