Monopolies are not illegal and have never been illegal. LEVERAGING a monopoly to unfairly expand into new fields or to keep others from competing is illegal. For instance, if a company with a monopoly on refineries decides to start making cars also, it could change the chemical makeup of gasoline so that only its own cars can burn it. The company would gain an unfair advantage in the new field. Doing this constitutes leveraging and is illegal because competing car companies are at the monopoly's mercy.

Another way to look at it: The first company in a new field is always a monopoly. They can't be prohibited or there would be no new industries.
