Government should help EVERYONE by implementing policies that result in economic growth and low unemployment. Charity is an improper role for government since it would necessarily be rooted in money taken by force from its citizens.

Nothing good comes of theft.

Caring for the indigent is a role for community and church and family, not government.

It implements new, small programs in order to get its foot in the door, and then those programs grow and grow and grow and GROW. That's how it always is. Government only gets bigger until something - usually its own grotesque obesity - makes it fail.

I think yes.
But there must be limits. We should NOT be trying to 'elevate' poor people
to a middle class lifestyle. Welfare should have limits - especially for
able bodied people.
