While I don't wish anyone ill, Rand Paul did threaten to kill the first relief bill that came to the Senate if it wasn't 'revenue neutral'. Granted, he at least included one idea to save taxpayer's money, and that was to cut military spending by bring home all of our troops in the Middle-East.
