What's the matter, OCU ... you afraid that foreign nationals who are presently in this country ILLEGALLY won't be able to commit yet another act of theft from the American people? How else do you propose that they administer this, eh? Oh ... I got it ... instead of properly vetting their legitimacy and eligibility through the filing of a tax return with a valid Social Security number, the people who do not file tax returns can skip the middleman and show up at your house and get the cash from you, directly. Hell, while they are there, they can get your big screen TV, too.
