Florida created an unemployment system with one goal in mind, to be so bad that most people would never get any benefits thus assuring Florida employers that their unemployment insurance rates would be as low as possible due to the small number of people who eventually got their payments. And the state's on-line application systems is virtually nonexistent, again, to make it as hard as possible for laid-off workers to apply for unemployment benefits.
