decomp the Koreans did their testing EARLY in their outbreak while the United States was late to the game. That made all the difference.
...a good portion of America is still stuck in the pre WWI and WWII philosophy that our oceans will protect us. Many still view the rest of the world as "slightly interesting, but not important".
