Technically ALL regulations could be seen as 'inhibiting economic recovery'. For example, having to make sure that rats are not running free in a food production plant is an extra expense, so that would 'inhibit' it making as much money as it could. Having an inspector making sure that all four wheels are properly installed on a car is an extra employee that a company has to pay for. If we just trusted that all the nuts were tight, they could make more money, hence it's 'inhibiting' the maximizing of their profit.
You could say this about anything in business and industry. If this goes unchallenged, America will start to look and feel like a 3rd world country.
