Because Barr was not aware that it was illegal. After all, he thinks that vote-by-mail was just invented by Democrats THIS YEAR, for the sole purpose of stealing the election from Trump. When Wolf Blitzer told him that five states had been doing ONLY vote-by-mail for years, he acted like that was the first time he had ever heard of that.
