From reading your synopsis, it seems apparent that this Dominion Voting System is NOT secure AT ALL.

No password? The loss of another protection.
No observation of local IT gents? They come and go as they please, and they have the authority to access the machines. Unbelievable!
Vote scans overrun preset amounts of ballots if someone pauses the scan mid-batch?
