Yes, and when the people of Michigan, in a public referendum, voted to remove the 'manager' law, Snyder and the Republican controlled legislature passed a new law which had provisions in it to make it nearly impossible for voters to override.
And the story about Detroit wasn't complete. The manager appointed by Snyder proposed to close all of the city's museums and to sell-off of the art to private collectors and corporations and use that money to run the city. They also wanted to sell all the buildings and parks owned by the city to real estate investors who would then decided to ether develop the property or lease it back to the city, if that made more sense from a business point of view.
