It was the Trump administration that agreed that Pfizer could reduce it's shipment of doses of vaccines to the US because if you're careful you can actually get six, instead of the advertised five, doses from from each vile. The problem is that you need special syringes to do that. If they're using a standard syringe, you can only get five doses.
