The leaders of the nations, mostly in Europe, that paused the vaccine’s use framed their decision as a move intended to reassure the public that all concerns were being treated seriously.
Most of the countries signaled that they were likely to restart using the vaccine once the European Medicines Agency issued clearance. No causative link has yet emerged between the vaccine and side effects such as blood clots or severe bleeding.
