Not sure whether to trust these sorts of reports. They seem like after-the-fact, pass-the-buck, throw-the-book, fault-finding expeditions, a thing I've noticed on many occasions with American institutions. They want to show they are on top of things, when it is already too late to matter.

The Food and Drug Administration issued a highly critical report about the massive plant, operated by Emergent BioSolutions, which was forced to throw out millions of doses of Johnson & Johnson’s coronavirus vaccine.

In a 12-page report, the inspectors cited a total of nine violations, ranging from the design of the building to improperly trained employees.
