Turns out the EU was once again trying to overturn a much earlier contract with the UK. Valneva said they can't do that, so walked away. Said they will negotiate with individual European countries and not the EU any more. This follows them suing AZ because they refused to give the EU preference in spite of the company's contract with the UK.
Fortunately, with Valneva, the UK contract entirely avoids the continent. Their development was funded by the UK and we figured out that manufacturing and bottling must be done in the UK too.
Dealing with the EU just isn't worth the hassle for pharmaceutical companies. It's amazing in how many ways they are getting things wrong.
