We'll see. We've got a lead on a 2-bedroom apartment (with roommate) 20 minutes from the campus. There's a school shuttle 5 days a week, and there are always buses. He'll be in walking distance of shopping, so he won't need a car. Not initially, anyway.

Sharing expenses is very helpful. School shuttles - much cheaper. Buses, too. If he knows how to use a smart phone (that's a joke you know!), he can always go Uber.
