That headline is utter rubbish. "Herd immunity" is the point at which a virus dies off for an insufficient number of hosts. By definition, herd immunity doesn't exist for a segment of potential hosts, such as "kids." If a high incidence of infections (as in, among the adults) continues to spread the virus, kids will continue to be exposed to it and the ones who aren't immune will contract it. No herd immunity will exist.

Whoever wrote that headline doesn't know what herd immunity is and therefore has no business writing about it.
