It does. But the NY figure's for 18 and up, so I was estimating what the numbers are inclusive of people of ALL ages. I did that because the stats for everywhere else include all age groups. So to compare, you want apples for apples comparisons.
For instance, in the county where I am, I think about 75% of people of all ages are double-vaccinated. I suspect we are the most fully vaccinated county in the world. We're more or-less 100% done. But no one under 18 has received a single dose. So there are 25% left unvaccinated.
