May have been lax enforcement by the police.

From early descriptions, there is no way he should have had a gun.

There's no right to bear arms here. You can only have one with a licence (including a police interview) and a permitted purpose. And they don't issue many. Folks like farmers have them.

I am not sure how he got hold of a weapon. That isn't so easy here.
