In the town where my wife and I grew-up in, that's exactly what happened. This was back while we were in high school, they came in and did a traffic study and as a result, removed the traffic signal and replaced it with a four-way stop. And that was the LAST traffic signal in the entire county, and to this day, there's still NO traffic signals anywhere in the county. Note that our county is the ONLY county in the state of Michigan with NO traffic signals.
