I believe the article is referring to people who are anti-vax on the does more harm than any good so called covid vaccines that inflict harm on people according to VAERS and also kill. I don't think that anyone would be against all vaccines especially those that demonstrated they worked and help civiliaztion with thinks like measles, mumps, rubella, Polio ( thank you Dr. Saulk) and others.
The problems with the current unknown substance this administration calls a vaccine are well known and documented as well as totally ignored by Anthony Fauci and all the rest of the DEMS.... They all have blood on their hands and deaths...
