No, the problem is that in California anyone 21 or older can legally grow up to 6 plants for personal use. The plants can get BIG. You've been to Vietnam. You must know that. If a person can easily grow all the marijuana he can use, why would he want to buy it?

Potheads who thought government legalization of pot would lead to heaven on earth forgot about one tiny detail: getting the government involved in anything either makes it more expensive or ruins it completely. In the case of legal pot in California, it’s both.

...the problem here is that the legitimate businesses cannot compete with "undocumented pharmacists" operating on the corner. They have less overhead and no taxes. Living proof that Taxes are not paid by businesses. They are paid by the consumer.
